When you put newspaper on top of weeds they will suffocate because they are not getting enough light. Newsprint also breaks down well, incorporating itself into the compost. Cover the newspaper with a thick layer of mulch for a more attractive look.

If you are starting your seedlings out in small containers, you should use a layer of potting soil that is three times as deep as the size of a single seed. Certain seeds are an exception to that rule, since they require sunlight to germinate, so they should be barely covered or not at all. Some examples are petunias and ageratum. If you are unsure if your seeds should be covered, refer to the seed packet, or if that is not available, look for information online.
